DRAMA: NNPC LIMITS ACCESS TO ₦66 PETROL DISCOUNT AS REVENUE FORECAST SHOWS ₦4.62BN GAP
By NaijaParrot October 10, 2026 ABUJA, NIGERIA —
The Nigerian National Petroleum Company Limited (NNPC) has tied access to its ₦66-per-litre petrol discount to payments made through its mobile application, raising questions about how easily motorists can benefit from the Federal Government’s temporary fuel relief initiative. The development comes as the company extends the discount until October 31, 2026, while an estimate based on its reported monthly sales volume suggests it could forgo approximately ₦4.62 billion in gross revenue if all 70 million litres sold monthly qualify for the price reduction.
MOTORISTS MUST USE NNPC APP TO GET DISCOUNT
Checks at NNPC retail stations in Abuja reportedly showed that petrol was selling for ₦1,405 per litre to customers paying directly at the pumps, while motorists using the company’s mobile application paid ₦1,339 per litre. The arrangement means the ₦66 discount is not automatically available to every customer visiting an NNPC filling station. Motorists must download the application and make their payments digitally to qualify. The restriction could create difficulties for motorists who do not have access to compatible smartphones, reliable internet connections or digital payment services. It also raises questions about how easily commercial transport operators, whom the government has identified as priority beneficiaries, can access the relief and whether any savings will translate into lower transport fares.
HOW NNPC COULD FORGO ₦4.62 BILLION
The estimated revenue reduction is based on figures disclosed by the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, who said NNPC Retail supplies approximately 70 million litres of petrol monthly. Using the reported pump prices, the calculation is as follows:
* Monthly sales volume: 70 million litres.
* Price before discount: ₦1,405 per litre.
* Discounted price: ₦1,339 per litre.
* Discount per litre: ₦66.
* Estimated difference in gross revenue: ₦4.62 billion if the entire monthly volume qualifies.
The calculation represents the difference between the two prices multiplied by the estimated sales volume. It is not necessarily a loss of profit, because the discount is intended to come from NNPC Retail’s profit margin. The actual amount will depend on how many litres are sold through the qualifying payment arrangement.
FG SAYS THE DISCOUNT IS NOT A RETURN TO SUBSIDY
The Federal Government has maintained that the initiative does not represent a return to the petrol subsidy system removed in May 2023. Oyedele explained that NNPC Retail buys petrol from suppliers at market-related prices and is temporarily reducing its retail margin to offer customers the discount. According to the minister, the arrangement is a commercial initiative rather than a programme financed directly through the Federal Government’s budget or the Federation Account. NNPC has also confirmed that the discount will continue until October 31 at its retail stations nationwide, describing it as a temporary measure intended to ease the pressure of elevated fuel prices on households and businesses.
WILL MOTORISTS FEEL THE IMPACT?
Although the discount offers a potential saving of ₦66 per litre, the requirement to pay through the mobile application may limit the number of motorists who benefit. The arrangement also leaves questions about whether transport operators will pass their fuel savings to passengers and whether the company will consider alternative ways for customers to access the reduced price. For a policy intended to provide relief amid rising fuel and transportation costs, accessibility will be an important factor in determining its practical impact. The extension until October 31 gives motorists additional time to use the offer, but the longer-term effect will depend on participation, sales volumes and the government’s wider response to rising energy costs.
WHAT HAPPENS NEXT?
The Federal Government has defended the discount as a temporary measure while maintaining that it does not intend to restore the former petrol subsidy regime. Attention will now turn to how many motorists use the NNPC application, how much revenue the company ultimately forgoes and whether the initiative provides meaningful savings to households and transport operators.
NaijaParrot will continue to monitor developments surrounding the petrol discount, fuel prices and the Federal Government’s cost-of-living interventions.
